Vertical Service Codes, otherwise known as Star Codes where originally developed by AT&T Corporation (called CLASS, or Custom Local Area Signaling Services) to signal a telephony switch in the central office to access features provided by the local exchange carrier.  While many of these features have faded into obsolescence, Atheral supports many star codes to make accessing features – especially from phones connected to an ATA – easy and approachable to those familiar with them.

NANPA does not require PSTN Service Providers to follow specific rules regarding inter-network star code applications (or inter-domain applications in the case of VoIP) but does ask all PSTN Service Providers to follow these guidelines to minimize customer confusion.  NANPA guidelines may be found here for further reading
